The review maps the bill, challenges Advisor or team recommendations, and sorts actions into waste removal, usage tuning, capacity changes, and commitments. Each priority carries evidence confidence, affected cost, operational risk, owner, dependency, rollback, and a way to verify both service health and realized savings. The package includes a local CSV and Cost Management JSON summarizer, a review rubric, and a decision-ready report template.
Use it after a cost spike, before approving a rightsizing or reservation proposal, or when a FinOps backlog needs a defensible order. It does not change Azure resources, invent current prices or utilization, or count forecast savings as money already saved.
